In this episode, retired agent Stacey Perkins reviews one of the very first international Innocent Images National Initiative cases, the investigation of Dmitry Bron, who, using the code name “Nanny 69,” ran an international internet site named the Orchild Club in Virginia Beach that offered some 15,000 images of graphic child pornography. The case resulted in the arrest of 28 people for crimes against children.
The Innocent Images National Initiative (IINI) targets those involved in the production and distribution of child pornography, specifically referred to as child sexual images. Stacey worked and managed the Innocent Images program for over two-thirds of her FBI career. She briefed President George W. Bush about this case and the need for increased funding to target online predators.

Retired agent Stacey Perkins served in the FBI for 30 years. She began her Bureau career as a member of the Newark Division’s Special Surveillance Group (SSG), where she conducted surveillance on subjects of foreign counterintelligence and counterterrorism investigations. Upon receiving an appointment as a special agent, her next field assignment was to the Norfolk Division, where she worked violent crime, such as armed robberies, bank robberies, kidnappings, and began working Crimes against Children cases via the Internet. She continued working these cases after she was transferred to the Oklahoma City Division, where she also investigated cases involving the exploitation of women and human trafficking.
Based on her experience working Crimes against Children, Stacey received a specialty transfer to Baltimore Division and was tasked with helping created the first-ever Innocent Images National Initiative (IINI) Task Force. The program was expanded to 28 additional FBI sponsored task forces throughout the U.S. To encourage the participation at an international level, Stacey planned and organized a 6-month tour of 15 different foreign law agency representatives, including Russia, Australia, Croatia, Norway, Thailand and England, that resulted in thousands of new cases around the world and the Innocent Images International Task Force (IIITF).
She later developed the International Endangered Child Alert Program (ECAP) and Child Victim Identification Program (CVIP) that identified child victims and sent out alerts to all participating agencies when new pictures were discovered of unidentified children. Stacey oversaw the relocation of the IINI program from Baltimore to FBI Headquarters as a 25-employee unit under the Cyber Division.
In recognition of her efforts, in 2006, Stacey received commendations from FBI Director Robert Mueller for the Creation of Innocent Images International Task Force and the British Parliament for her Crimes Against Children Presentation to Lords and Ladies in Great Britain.
Stacey stepped down from management and served as the Crisis Management Coordinator in the Baltimore Division, until she received an office of preference transfer to Jacksonville, Florida, where she continued to work Crimes against Children cases until her retirement.
Currently, she is the founder of Stacey Perkins LLC, where she helps high-tech companies sell their services to law enforcement.
