349: Scott Payne – Outlaws Motorcycle Club, Operation Roadkill

In this episode, retired agent Scott Payne reviews his undercover role in Operation Roadkill, the Boston Division’s investigation targeting members and associates of the local Taunton and Brockton, Massachusetts chapters of the Outlaws Motorcycle Club.

In this undercover role, he became Scott Callaway, a Harley-loving, whiskey-drinking, site survey specialist from Texas. His two-year-long role in the case contributed to the arrest and conviction of numerous individuals on federal drug trafficking and firearms charges.

Scott is the author of Code Name: Pale Horse: How I Went Undercover to Expose America’s Nazis.

In his true crime book, he shares stories from his undercover roles with the lethal Outlaw Motorcycle Club in Massachusetts; to the front lines of the opioid epidemic in Tennessee; and infiltrated the Ku Klux Klan in Alabama. Through it all, he stayed married to the love of his life, raised two girls, and spent his Sundays at church, sustained by family and faith.

He was previously a guest of FBI Retired Case File Review on episode 289: Scott Payne – Undercover White Supremacist, where he reviews his undercover role in an investigation that resulted in averting a mass shooting at a synagogue. He also provides details about this case in his new book.

Scott Payne, aka “Big Country,” served in the FBI for nearly 23 years. During his career, he was assigned to the New York Field Office, the San Antonio Field Office/McAllen Resident Agency, and the Knoxville Field Offices. As an agent, Scott led investigations targeting Drug Trafficking Organizations, Special Interest Alien Smuggling Organizations, Gangs, Violent Crime, Criminal Enterprises, Public Corruption, and Domestic Terrorism.

Throughout his FBI career, Scott was the primary undercover agent in numerous long-term undercover operations.

These undercover operations varied in investigations, to include but not limited to violent motorcycle gangs, public corruption, murder for hire, drug trafficking organizations, and domestic terrorist groups with international ties.

Scott was also an FBI SWAT Team Operator for over 7 years, participating in numerous arrests of violent criminals and execution of search warrants.

As an instructor in firearms/tactics/undercover throughout his FBI career, he has trained thousands of state and local law enforcement officers throughout the United States in various certification schools.

Since retiring from the FBI, Scott continues to travel and teach undercover and tactical schools to law enforcement. He’s a keynote speaker and is also pursuing a career in the film/tv business.

Scott grew up on motorcycles. He still loves riding, but doesn’t get out as much as he used to.
Scott didn’t have to “dress up” for his undercover roles. He had tattoos and earrings before he joined the FBI.
Scott and his wife, Kara, have been together for more than twenty years.
In this undercover role, he became Scott Callaway, a Harley-loving, wanna-be associate of the Outlaws.
According to Wikipedia, the Outlaws Motorcycle Club is the oldest outlaw biker club in the world and the third-largest in the world.
